Is there a way to stop Dish Network from going out when it rains?

Either by.. using a larger dish or some sort of LNB amplifier? My mom has it.. and anytime it rains it goes out.. with the exception of local channels. ( which is sort of odd, but what do I know.. I have cable )
Oh yea, if this helps.. My parents live in Mid-Upper-west WI. 2 Hours from the MN Border.

This is so funny. My husband wired an umbrella over our dish in Northern Minnesota. It worked!!! Kept the snow and rain off. He used one of those golf umbrellas.
